設立趣意The Purpose of Establishing
新しい元号、「令和」のスタートです。
新元号が発表された4月1日、安倍首相は国民に語り掛けました。
「令和には、人々が美しく心を寄せ合う中で、文化が生まれ育つという意味が込められています」
令和に生き、令和を創り上げて行く主人公は、私たち国民一人ひとりです。
その私たちは今、少子高齢化、人口減少、人出不足、地方創生など一刻の猶予も許されない深刻な状況に直面しています。
そうした中、日本に在留する外国人は、約264万人と近年増加しており、日本で働く外国人も、約128万人と急増しています。
令和の時代は、外国人が増え、グローバル化が一層進み、外国人の皆さんとも美しく心を寄せ合う共生社会を前提とするREIWAの時代の到来と言っても過言ではありません。
私たちがこの度、一般社団法人 多文化共生推進機構を立ち上げましたのは、このような令和（REIWA）の時代を迎えたからにほかなりません。
当法人は、平和と安定を志向する日本と関係諸国との人的・文化的・産業交流等の推進及び日本語教育の普及等を通じて多文化共生社会の推進に努め、もって国際貢献、地方創生、深刻化する人出不足への対応等、広く公益に寄与することを目的としています。
It is the start of the new era, "Reiwa."
Prime Minister Abe spoke to the people on the first day of April when the new era of Japan was announced; “…this name of Reiwa includes the meaning of culture coming into being and flourishing when people bring their hearts and minds together in a beautiful manner...”
In the story of Reiwa, each and every one of us Japanese citizen is the main character who will live in this era of Reiwa and who will build Reiwa. We are now facing unprecedented challenges that require our immediate attention from low birth rates and aging population, declining population, labor shortage, and to the shrinking of regions.
Against this background, the number of foreigners staying and working in Japan has increased to approximately 2.64 million for the former and approximately 1.20 million for the latter. It is no exaggeration to say that the era of Reiwa will be characterized by advancing globalization and the arrival of the age of a truly inclusive society in which the Japanese people and the foreigners in Japan will bring their hearts and minds together in a beautiful manner.
The arrival of such era of Reiwa is at the heart of why we established the multicultural and inclucive society development organization. This organization strives to contirubte to a multicultural society through: the promotion of human, cultural, and industrial exchanges between Japan, a country which strives for peace and stability, and likeminded foreign countries; and the spread of Japanese language education. We aim to contribute to the public interest by contributing to the international community, revitalizing the regions and addressing the deepening problem of labour shortage.
そのほか、人的交流、文化的交流、産業交流事業や企業等への研修支援を含む協力促進事業、多文化共生社会の推進に係る調査研究・提言や各種イベント・セミナー・出版・電子媒体による情報発信に努めて参ります。
なお、これらの事業を行うにあたっては、外国人不法労働者の発生防止等に特に配慮することとしています。
一般社団法人 多文化共生推進機構は、これまでに無い新しい組織です。
私たちは、国民の皆さん、外国人の皆さんそして当法人の3者が互いに美しく心を寄せ合い、信頼し合い、頼りにし合う、そんな「信頼のトライアングル」構築を目指して邁進して参ります。
皆様には、当法人に対するご理解、ご指導を賜りますよう謹んでお願い申し上げます。
In addition, we will implement projects related to: human, cultural and industrial exchanges; promotion of cooperation including through training support to private companies; and various research and outreach activities to advance multi-cultural society including organization of events and seminars and dissemination of information through print and digital media. In carrying out these activities, special care will be given to ensure that they do not lead to emergence of illegal foreign workers.
The multicultural and inclucive society development organization is a new organization that has never been seen before. We will work hard to build a “triangle of trust,” in which the three parties, i.e. the general public, foreigners and our organization bring their hearts and minds together in a beautiful manner and establish a relationship of mutual trust and support. We would like to ask for your understanding and guidance to our organization.
